1) WAAS EQUIPMENT AND PERFORMANCE UPDATES

The following item was submitted to us by Dr. Todd Walter, of Stanford University, on June 14, 2001:
"Late in 2003 the FAA will declare the Wide Area Augmentation System (WAAS)
operational. This remarkable system will monitor the GPS constellation to provide differential corrections and more importantly a certified level of integrity. The corrections will improve the accuracy of the system from ten or more meters to just one or two. It is the integrity, however, that will open the doors for widespread aviation use. Although GPS does have a strong track record, it has not yet been generally approved for the most demanding of aviation applications. GPS was not designed for these applications and lacks the necessary real-time monitoring. Previously, aviation has had to use RAIM, a technique exploiting redundant satellites, to provide sufficient integrity. This technique requires good geometry and wide margins. As such it is suitable for en route flying and non-precision approach. However, precision approach, which brings airplanes within a few hundred feet of the ground, has more stringent needs. WAAS will enable aircraft to conduct varying levels of precision approach. Additionally the instrumentation required to use WAAS is substantially less expensive than today’s suite of equipment. Although WAAS is not yet certified, there is an operational test signal that is available for use and there already are several commercial WAAS capable receivers. Because it incorporates nearly all the elements of the final monitoring algorithms, this experimental signal has a higher level of integrity than your typical differential system. It is finding widespread use in agricultural and other applications. More and more non-aviation users are discovering the benefits of this free signal. It offers the great advantage that the differential corrections come in the same antenna that the GPS signals do. There are no additional antennas to install, no local reference stations to set up, and no additional communication channels to maintain. Just turn it on and use it anywhere in the United States. Similar systems are also being developed in Europe and Japan. Over time the level of service is expected to improve. In 2003 the first level of service, LNAV/VNAV will be offered. In later phases better availability and lower decision heights will become possible. 2) GPS/WAAS USER REPORTS

Report A:
Mr. John McHale sent us an unsolicited write up of his experience with his Garmin etrex Vista:
"For my new etrex [Vista] GPS, I bought the World Map and the UK detail map for $100 each and have downloaded off the CDs 17 MB for the 13 sectional maps that cover the Baltic and the UK (where we will be cruising) and the 61 detail maps for southern UK and Wales (where we will be driving) next month.  The etrex [Vista] has 24 MB for this purpose. You just download from another computer what you need for a trip.  Each trip can be pre planned and saved or modified… 

The etrex [Vista] tracks up to 12 satellites and has a built in compass that senses north prior to satellite acquisition. This is a great feature that I had advocated several years ago to Garmin and other manufacturers.  The map capability is fantastic.  The etrex also has a built in barometer for altitude that corrects and smoothes the GPS vertical error.  I can record and display the ups and downs of terrain as I travel on an elevation display.  There is a trip display for mileage, current speed, average speed and trip moving and stop time.  There is also a calendar and of course a clock.  I downloaded all of the 250 way points I had in the [Garmin] 45 XL [previous model] (which had a bad display after 4 years) before sending it back to Garmin.  Garmin sent me a new Model 48 upgrade for $100 rather than fixing my old 45 XL. 

I have connected with WAAS ([PRN]SAT#35 was visible) off my back deck and got NINE FEET accuracy.  I used the etrex in my TREK last week going up to upper NY and connected it to my laptop and it worked with both the [DeLorme] Map and Go and the Chicago Map Corp [Precision Mapping Streets] CDs…”

3) GPS L2/L5 PUBLIC FORUM (June 29, 2001)

GPS L2/L5 Public Forum--Information on the New Global Positioning System (GPS) L2 and L5 Civil Signals

AGENCY: Department of the Air Force, DoD.
ACTION: Notice, announcement of opportunity to attend.

SUMMARY: This notice announces a Global Positioning System (GPS) L2/L5

Civil Signal GPS L2/L5 Public Forum on June 29, 2001 in Washington, DC. The Department of Transportation, in cooperation with the GPS Joint Program Office (JPO), will provide information on the new civil signals being planned for the GPS L2 frequency (1227.60 MHz) and the new GPS L5 (1176.45 MHz) frequency. The information presented will be important to those in the government and industry involved in the development, production, support or use of satellite navigation products and services for the civil and military users.  No new GPS JPO procurements are being announced or are anticipated in the near term for this work.

      

The agenda will be divided into a morning session (0900-1130) for the GPS Program overview and L2 and L5 overview presentations, and an afternoon session (1300-1600) for technical presentations on both new signals.  The morning agenda includes: Overview of GPS Modernization Program; the New L2 Civil Signal; the New L5 Civil Signal and the GPS JPO Interface Control Document (ICD) Review and Approval Process.  The afternoon agenda includes:  Technical Description of the Planned L2 Design; Laboratory Implementation of the New L2 Civil Signal; Technical Description of the Planned L5 Signal Design.  Copies of the 16 April 2001 "Navstar GPS Space Segment / User Segment L5 Interfaces (ICD-GPS-705)", the 31 May 2001 "Pre-Proposed Interface Revision Notice to ICD-GPS-200C for L2 Civil (L2C) Signal (PPIRN-200C-007)" and the briefing charts to the 02 May 2001 "GPS L2 and L5 Civil Signal Industry Day" presentations are now available the GPS JPO public website:  https://gps.losangeles.af.mil/gpslibrary/2000_public/2100_html/documents.html

5) ORBITAL SELLING MAGELLAN GPS SUBSIDIARY TO THALES FOR $70M

Divestiture of Subsidiary to Continue Company's Strategic Refocusing on Core Space Technology Businesses and to Improve Balance Sheet (Dulles, VA 29 May 2001) - Orbital Sciences Corporation (NYSE: ORB) announced today that it has signed a definitive agreement with Thales Group to sell the company's Magellan Corporation majority-owned subsidiary and its interest in Navigation Solutions LLC (NavSol), a joint venture with The Hertz Corporation, for approximately $70 million. Orbital aims to close the transaction by the end of June, subject to certain closing conditions, and plans to use its portion of the proceeds from the sale to reduce debt, to boost cash reserves for working capital and for other general corporate purposes. 

 

Mr. David W. Thompson, Orbital's Chairman and Chief Executive Officer, said, "With today's agreement to sell our Magellan subsidiary to Thales, and our previously announced transaction to sell another subsidiary, MacDonald, Dettwiler and Associates, we have taken several major steps in our campaign to refocus Orbital on its core space technology businesses and to strengthen the company's financial position as we aggressively seek to restore and increase value to our shareholders."

 

"In addition, as part of Thales' broader worldwide electronics business, Magellan should have greater opportunities to develop the full potential of its state-of-the-art GPS technology. Similarly, NavSol should benefit from Thales' involvement as it continues to develop automotive services with Hertz," Mr. Thompson added.

7) USCG BEACON STATUS REPORT

New beacons are on line and two in Maryland will be up within the month!

Nationwide Differential Expansion: Several sites are under construction and will come on-air during the next several weeks.

Kirtland, NM: The Kirtland site is On-air. This site should not be used for any safety of life applications until it is declared fully operational. On-air testing began May 24th. The Navigation Center will certify the site to be fully operational once on-air testing is complete. NAVCEN is unable to confirm site status until control phase is completed.

8) GLONASS STATUS REPORT

As of June 18, The Russian Space Federation is reporting  that the number of healthy satellites is still  7.
Of the 7 operating satellites, one was launched in 1995, three were launched
in 1998 and three in 2000. The Federations' report is updated daily.

9) PRN 19 DIGITAL DISTORTION ANOMALY TEST PLANNED

"Subject: FGCS/GIAC News Flash
There are tentative plans to perform a Digital Distortion Anomaly test on
PRN19. The tentative plan is that the test will begin on June 18, 2001, and to last for 5.5 days (132 hours). The health bit for PRN19 will be set to "UNHEALTHY" for the duration of this test. This test is not expected to be noticed with standard GPS receivers, since such equipment should not process data from unhealthy satellites. One purpose of this test is to attempt to replicate a signal distortion observed in 1993 on PRN19. When the distortion first occurred, it was corrected by switching to an alternative hardware path within the satellite. If the distorted signal is successfully generated, it will be used to assess the performance of specialized GPS test equipment known as signal quality monitors. These monitors are important components in aviation augmentation systems. We will provide a follow-up message when we learn of the finalized dates of the test. We are also updating the GIAC web page to provide this information."
