NAVTECH'S TUTORIALS PRIOR TO ION GPS-2001 ARE ONLINE!
We
are not in the practice of putting our own Navtech advertising
first, but this is a special announcement!:

tutorials prior to the ION GPS-2001 meeting in Salt Lake City is

This is earlier than ever. Text versions of tutorial outlines
and tutorial online registration will be up in a few weeks,
hopefully by June 1. We have been presenting tutorials prior the
ION's Satellite Division meeting since 1987. We contribute a
significant percentage of our revenue to the ION for the
privilege of being associated with this meeting, and hope you
will come and enjoy both the educational and conference
experience in one synergistic trip!

ION GPS 2001 MEETING BROCHURE READY TO BE MAILED
The
ION GPS 2001 brochure is at the printer as of May 14 and will be
in the mail by the end of the week! Give it a few weeks in the
mail, especially if you live overseas. If you don't have your
copy by June 15, email us at courses@navtechgps.com
and we will check the status for you. In the meantime, the ION
expects to have the conference and online registration on its
website by June 1.
This is the largest GPS meeting in the world,
with over 2000 attendees and about 100 exhibitors - be there for
product releases and the most important GPS/GNSS technical
papers of the year!
A note to Navtech's GPSetc Newsletter from the
ION's webmaster:
"The ION GPS 2001 program will be
available online at the ION website (www.ion.org)
by Friday, May 18, 2001. After June 1, 2001 the title of each
paper will be linked to the corresponding abstract. An
electronic Book of Abstracts will also be available for download
in PDF format.
This year ION is introducing a PDA version of
the program (Palm, WinCE, Visor, Web Enabled Cellphones, etc).
Registrants can download the program onto their handheld
devices. Each time a user synchronizes, the latest program
updates will be reflected on the PDA. Assuming registrants
synchronize just prior to departing for the meeting, they will
have a program that's more up-to-date than the on-site printed
version.

GPS 2 SOPS REPORT ON CONSTELLATION STATUS
"CLASSIFICATION:
UNCLASSIFIED
The GPS Constellation Sustainment and
Assessment Team (CSAT) met on 10 May in Los Angeles. This team
of GPS Joint Program Office (JPO), 2d Space Operations Squadron
(2 SOPS), and other U.S. Air Force and contractor
representatives meets quarterly to assess the current status of
the GPS constellation and make decisions regarding the
sustainment of GPS. During the May 10 meeting, the CSAT
cancelled the planned launch of SVN-45 (IIR-8) on 16 August
2001. The CSAT determined that the constellation health did not
dictate an August launch. The CSAT is investigating moving the
launch schedule for March 2002 into November 2001 if the need
arises. Reducing the number of IIR launches now improves the
chances of modifying more of the IIR satellites to include a
second civil signal on L2 and M-Code on L1 and L2 A GPS IIR
satellite is kept at Cape Canaveral at all times to support an
emergency launch. An emergency launch is theoretically possible
within 60-days of call-up. Of the 28 operational satellites,
those that have exhibited performance problems have been
positioned to minimize the impact of a failure. PRNs 15 and 17
(both in the D plane) have been positioned to cover each other
in the event of a failure. If PRN 15 or 17 fails, 2 SOPS will
request an emergency launch into the D plane. An emergency
launch could also be requested in the event of an unexpected
failure of a GPS satellite in a critical slot."

We
had a misprint In our previous newsletter. Please note that

GLONASS STATUS REPORT
In
summary, there are now 7 GLONASS satellites in orbit, a loss of
one since our last newsletter of April 14. Satellite #781,
Frequency 9, launched July 24, 1995, was set
"unusable" on April 24, 2001. Of the remaining
operating satellites, one was launched in 1995, three were
launched in 1998 and three in 2000. The Federations' report is
updated daily.

HISTORY NOTE ON SELECTIVE AVAILABILITY
Selective
Availability (SA) was turned off on May 2, 2000, providing the
full accuracy of the GPS Standard Positioning Service (SPS) to
users worldwide. So, for the past year, unaided accuracies have
been determined by equipment, multipath, atmospheric conditions,
etc., but are no longer affected by any intentional degradation
of the signal by the US Department of Defense. Accuracies are
surprisingly good (5 - 10 m.) with even the least expensive GPS
units. The Technical Editor of this newsletter noted a marked
improvement in his in-car nav system's ability to do its job
well.

GNSS MEETING REPORT FROM SEVILLA, SPAIN
The
meeting in Sevilla, Spain May 8-11, 2001 had over 530 delegates
and over 20 exhibits, many of them quite large (the exhibits,
not the delegates!). The technical focus of the meeting was the
developmental Galileo system. Proceedings of the meeting will be
available in 2-3 months and we will publish the contact
information for that at a later date.
The meeting's social events were highlighted
by lavish fireworks that were followed by a banquet, dancing,
and a party that ended at 2 in the morning! Apparently, fun was
had by all. The next GNSS meeting will be 27-30 May, 2002 in
Copenhagen, Denmark.

GALILEO STATUS REPORT
This
information collected by Mr. McDonald at the GNSS meeting in
Sevilla, Spain May 8-11, 2001:
There was discussion of moving the operational
date from 2008 forward by two years to 2006 by accelerating the
program. The EU has a commitment of $100 million from
participating governments, and an additional $100 million has
been committed by industry. Further decision on full commitment
to an operational system is currently planned for December,
2001. The current work is still developmental. It was repeatedly
stated by various Europeans that Galileo should be viewed as an
addition to GPS, not a competitor. They expect the first 30
satellite deployment of Galileo to cost about 3-4 billion Euros.
(Euro = $.89 in May 2001)
Technical Editor's Note: A political comment
made by Mr. Jac Spaans during the meeting was that while the US
has made promises about sustaining GPS in a mode that is useful
to the world, the US has broken promises, specifically the
Koyoto Accord (regarding the environment), and cannot be relied
upon. This thinking has been a motivator in developing the
system, but it appears that parties from both the US and Europe
feel that an additional system will create a powerful
capability, not just a strong alternative.

THE SIX COURSES TO BE
PRESENTED IN ANNAPOLIS ARE:
I) COURSE 122: GPS
FUNDAMENTALS & ENHANCEMENTS
This two-day course is designed to help engineers and other GPS
technical professionals come up to speed quickly on GPS. On
Monday you will hear about the GPS space, ground control and
user segments, with sessions on performance, error sources,
signal structure, propagation, and system status. Tuesday
focuses on GPS timing, the navigation data message, precise
positioning, performance parameters, augmentations, and
modernization. You may also take only one day of this class if
that suits you better (call us at 703 256-8900)! This course is
taught by Mr. Keith McDonald, Navtech's Technical Director, and
the Navtech instructor with the deepest general, long-term
experience with GPS. His delivery is unusually clean and clear,
particularly well-suited to international attendees, and his
humor relieves the task of absorbing a great deal of information
in just a few days. All materials will be presented in
PowerPoint with an LCD projector (or "Beamer", as they
say in Europe!)

II) COURSE 356: GPS OPERATION
FOR ENGINEERS AND TECHNICAL PROFESSIONALS - GPS Principles,
Technology, Applications, DGPS Concepts, and Receivers
This five-day course is designed to give a comprehensive
technical introduction to GPS and DGPS technology, system
concepts, design, operation, implementation and applications.
(Monday and Tuesday are the same as Course 122.) It provides
detailed information on the GPS signal, its processing and
techniques for obtaining position, velocity and time. The course
is also for those already working in GPS, and who would like
exposure to the system as a whole.

III) COURSE 499: ADVANCED GPS
RECEIVER ARCHITECTURES & DESIGN - Hardware & Software
Designs for Stand-Alone and GPS Embedded Products
This five-day course is for engineers, system analysts, user
equipment designers, integrators, and those concerned with GPS
receiver selection, performance analysis, or equipment
modification for special applications. It provides in-depth
knowledge of GPS receiver technology, operation and development.
Taught by three highly experienced instructors who are lively
and clear in their teaching styles, and who are masters at
making the material relevant to your concerns.

IV) COURSE 447: APPLIED KALMAN
FILTERING - with Emphasis on GPS-Aided Systems
This four and one-half day course is a highly intensive short
course on Kalman filtering and its applications. Emphasis is on
practical applications, but sufficient supporting theory is
provided to give attendees the necessary tools for meaningful
research and development work in the field. Considerable time is
devoted to modeling, the most difficult aspect of Kalman
filtering in an application setting. There is a high level of
instructor/attendee interaction for hands-on problem solving and
solution discussions. It is recommended that you bring a laptop,
and we can provide a temporary copy of MATLAB 4.0 for use in
class. We provide power for your computer as well. This is a
highly dynamic course by Dr. Larry Levy, who will keep you alert
and motivated to learn!!

V) COURSE 323: GPS
INTERFERENCE & JAMMING ISSUES FOR CIVIL AND MILITARY USERS:
Principles, Problems and Mitigation Techniques
This two-day course will be taught by Trent Skidmore and Logan
Scott, each with enormous experience and well-sustained, lively
delivery. The course addresses RFI and jamming concerns by
reviewing and analyzing interference and jamming threats and
their effects on equipment operation. A variety of equipment
analysis and design techniques, which can be used to mitigate
the effects found in adverse environments, are addressed.

Annapolis is a Colonial sailing town on the
Chesapeake Bay and is a 29-mile easy drive from Washington, DC.
The closest airport is Baltimore-Washington International, which
also usually offers the best airfares in the
Baltimore-Washington DC area. BWI is about 25 minutes away and
has frequent ground transportation to Annapolis. You may also
fly into Dulles International in Virginia, about 1.5 hours away,
or into Washington Reagan National Airport, about 45 minutes.

ROOM RATE FOR ALL ATTENDEES, INCLUDING
GOVERNMENT ATTENDEES, IS A SPECIAL $90 (IF you book by June 7 -
you should call the hotel if you are late registering, but the
rate cannot be guaranteed. We looked up the web site and found
that the rates for June 23-29 are normally $129, so be sure to
get a room in the "Navtech room block" before June 7
to get our $90 rate!)
